Valuation approaches and standards

Office premises in Ukraine are valued under the national valuation standards, which are methodologically consistent with the International Valuation Standards (IVS): the sales comparison, income and cost approaches. For income-producing office space the income approach is normally the leading one — direct capitalization of net rental income or, where cash flows are unstable, the discounted cash flow method. The result is a market value conclusion that international lenders, auditors and investment committees can rely on.

Our team includes valuers holding international certifications, and for cross-border engagements reports are prepared in line with IVS requirements. For assets located in Ukraine the valuation is performed by state-certified Ukrainian valuers, as required by Ukrainian law.

Inspection and documents

Ukrainian valuation law makes a physical inspection of the property a mandatory stage of the engagement: the valuer identifies the premises and records their actual condition on site. For international clients we arrange the inspection directly with the local asset manager or tenant — your presence in Ukraine is not required.

For the valuation we will typically need:

  • title documents (extract from the State Register of Property Rights);
  • technical passport and floor plans;
  • lease agreements — where the income approach is to be applied;
  • book value data, if the office is carried as a fixed asset.

Questions and answers

How much does an office appraisal in Ukraine cost? We quote a fixed fee and timeline once you send the key data on the premises (floor area, location, available documents) and the purpose of the valuation. The scope is agreed before the engagement letter is signed.

Can the valuation be used for IFRS group reporting and audit? Yes. Fair value measurement of office property for IFRS reporting is a routine engagement for us; the report is prepared so that it withstands review by auditors, banks and regulators.

Do you value market rent as well as capital value? Yes. An independent market rent opinion is a separate, frequent engagement — it is used in lease negotiations, for intra-group lease arrangements and in rent disputes, including court proceedings in Ukraine.
