When fixed asset revaluation is required
Under Ukrainian law, the revaluation of fixed assets for accounting purposes must be performed by an independent certified valuer — it cannot be done internally by the accounting team. Ukrainian accounting standards apply a materiality test: an asset group is revalued when its carrying amount differs materially (a 10% threshold is commonly applied) from fair value at the reporting date, and the entire asset group must be revalued together — selective revaluation of individual items is not permitted.
For international groups with Ukrainian subsidiaries, we align the exercise with both local statutory requirements and the group's IFRS reporting framework, delivering results in a format your auditors will accept without rework.
Fair value measurement for IFRS
A core part of our practice is fair value measurement for IFRS of property, plant and equipment for first-time IFRS adoption and ongoing IFRS reporting. Independently determined fair values become the new basis for depreciation and directly affect reported results, covenant compliance and the credibility of the balance sheet in the eyes of lenders and investors.
Purchase price allocation (PPA)
Following an acquisition, we support purchase price allocation engagements: identifying and measuring the fair value of acquired tangible assets — real estate, machinery and equipment, vehicles and other fixed assets — as a component of the PPA exercise under IFRS 3. Machinery and equipment appraisal
Fixed asset portfolios are heterogeneous, and each class demands its own methodology and market data sources:
- real estate — buildings, structures, premises and infrastructure;
- machinery and equipment — production lines, machine tools, power equipment;
- vehicles — from passenger cars to specialised machinery;
- tools, fixtures and other asset groups.
We apply the market, income and cost approaches as appropriate to each class, and document the reasoning behind every selection and adjustment so the conclusions withstand auditor and regulator scrutiny.
Process and deliverables

Fees and timelines depend on the number of inventory items and the composition of asset groups; both are fixed in the engagement contract after we review the register.
FAQ
Can only part of the fixed assets be revalued? Only at the level of a complete asset group. You may revalue, say, the buildings group without touching vehicles — but not selected buildings within the group.
How often should revaluation be performed? There is no fixed statutory frequency: the trigger is a material divergence (commonly 10%+) between carrying amount and fair value. In practice, companies test this at each reporting date and revalue every few years or after significant market shifts.
Do you provide services outside Ukraine? Yes. Under our RICS and TEGoVA certifications we provide asset valuation, business valuation and related services for clients in the EU, UK, US and other jurisdictions where no additional local licensing is required.
