Why do banks revalue their collateral regularly? Because collateral value is a variable in credit risk. The National Bank of Ukraine's Regulation on Credit Risk Measurement (NBU Board Resolution No. 351 of 30 June 2016, built on Basel Committee principles) obliges banks to revalue pledged assets periodically and verify their existence and condition: the current value of collateral directly drives the bank's credit risk measurement and provisioning.

Lending valuation vs portfolio revaluation: who commissions what

These are two different services with different clients. A lending valuation is commissioned and paid for by the owner of the property or business being pledged — to obtain the loan. A portfolio revaluation is commissioned by the bank itself — to comply with NBU requirements or when selling a loan portfolio to another bank or financial institution.

Real estate typically carries the largest weight in a loan portfolio's collateral: apartments, houses, commercial buildings and premises, land plots. The value of such collateral has moved dynamically in recent years and continues to shift — which is why periodic revaluation is a requirement, not a formality.
