Why the bank requires a mortgage appraisal

When an apartment becomes collateral for a mortgage loan from a Ukrainian bank, the lender requires an independent valuation: the loan amount is calculated not from the seller's asking price but from the value of the collateral, to which the bank applies its own discount. This applies equally to purchase financing, refinancing an existing loan and pledging an apartment you already own — including where the borrower is a foreign citizen or a non-resident buying residential property in Ukraine with local financing.

Appraised value vs market value: market, collateral and liquidation value

The appraiser determines the market value of the apartment. From it the bank derives the collateral value — normally below market — and calculates the maximum loan from that figure, so the appraised basis and the price agreed with the seller are two different numbers (UK readers will recognise the "down valuation" situation, where the lender's figure comes in under the agreed price). Because the bank's real question is how quickly the collateral could be sold if the loan defaults, a mortgage valuation is performed with a liquidity focus, and the report often also states the liquidation value — the probable price in a compressed marketing period.

What the appraiser considers

  • location and liquidity — district, transport access, infrastructure;
  • floor and building — storey, year of construction, materials, technical condition;
  • the apartment itself — total and living area, layout, state of repair;
  • encumbrances — arrests, existing mortgages and co-owners are checked against the State Register of Property Rights to Real Estate;
  • utilities and engineering systems.

Bank accreditation: the key practical point

A Ukrainian bank accepts a mortgage appraisal only from a valuation firm accredited with that specific bank. The list of accredited valuers is available from the bank's lending officers, and no firm is accredited everywhere. If you have not yet chosen the lender, factor this in early — before taking the engagement we verify your bank's requirements so the report matches its criteria instead of being reworked after the fact.

Process, timing and validity

Residential mortgage appraisals are routine work and normally take 1–2 business days — the market provides ample comparable evidence. After the engagement is signed, the appraiser personally inspects and identifies the apartment on site, as Ukrainian valuation standards require for any valid report; for a borrower abroad the inspection is arranged through a representative, with documents exchanged by email. The report is then registered in the Unified Base of Valuation Reports. How long is the appraisal good for? A registered report is valid for 6 months from the valuation date.
