What an appraisal report is
The appraisal report is the official document a certified appraiser produces at the end of the engagement. It contains the reasoned calculation of the apartment's value and carries legal force in Ukraine: it is the report — not a verbal opinion or a price letter — that the notary accepts to certify a transaction, the bank to issue a loan and the court as evidence of the property's value.
How to read the report: what a valuation report contains
- description of the subject — address, area, layout, condition of the apartment;
- details of the client and the appraiser, including the valuation firm's certificate number;
- the purpose of the appraisal and the type of value determined (market, liquidation, appraised);
- market analysis and the selection of comparables;
- the calculation under the applied valuation approaches, with each adjustment explained;
- the value conclusion — the figure the notary, bank or court relies on;
- annexes — photographic record of the apartment, copies of title documents;
- the appraiser's signature, the company seal and the registration number in the Unified Base.
One practical point for readers abroad: the report is issued in Ukrainian, as the law requires. For use before foreign institutions, clients typically commission a certified translation of the registered report — plan that step into the timeline.
Registration in the Unified Base and validity
A real estate appraisal report is registered in the Unified Base of Valuation Reports and receives a unique registration number — the number by which the notary verifies the document. An unregistered report is not accepted for a notarial transaction.
The report is valid for 6 months from the valuation date. After that the market has moved on, and a new transaction requires a new report; if the term runs out mid-process, the report will need to be refreshed.
If you disagree with the report
A report — yours or the other side's — can be checked or contested through an appraisal review: an independent examination of the report by another appraiser for compliance with the legislation. It is the standard instrument in litigation and whenever the figures in a valuation commissioned by the opposing party look doubtful (see appraisal report review).

Will the notary and the bank accept the same report? The notary needs a registered report. The bank additionally requires the appraiser to be accredited with it, so a report for a loan is commissioned with the specific bank's requirements in mind.
