Rolled Steel and Metal Products Valuation in Ukraine

The Kanzas company provides independent valuation of rolled steel and metal products held as inventory in Ukraine. In a country with a major steel industry, finished metal products are a routine subject of working-capital finance: banks and trade finance providers lend against stocks of rolled steel, pipe and other products, and an independent opinion of market value anchors the collateral file.

This is a segment where our practice is long and specific. For many years we performed the annual valuation of the finished pipe products of a Ukrainian plant for an international bank — the stock was revalued each year as working-capital collateral over the life of the facility. What drives the value of a metal product lot

  • product type and assortment: size range and profile;
  • steel grade and the intended application of the products;
  • lot tonnage and delivery terms;
  • condition of the products: corrosion, marketable appearance;
  • current exchange and market prices for steel.

Methodology

Rolled steel and metal products are valued as inventory primarily under the sales comparison approach of the Ukrainian national standards, consistent with the International Valuation Standards (IVS): the value is built from market and exchange prices for the relevant assortment and steel grade — the price per tonne — adjusted for tonnage and condition. The cost approach plays a supporting role for specific product types.

Identifying the lot: inspection and documents

Ukrainian valuation law makes a physical inspection mandatory: the valuer identifies the lot at the place of storage and reconciles the assortment and tonnage against the records. The visit is arranged with the site or warehouse operator — the client's presence in Ukraine is not required.

Typical document set:

  • a stock schedule with assortment, steel grade and tonnage by line;
  • mill certificates for the products, where available;
  • documents confirming title to the lot;
  • book value data for the inventory.

Questions and answers

How much does a steel products valuation in Ukraine cost? The fee and timeline are quoted once you send the stock schedule — assortment, steel grade, tonnage, place of storage — and the purpose of the valuation. Scope and a fixed price are agreed before signing.

Do you verify steel grade or conformity to standards? No. Confirming the steel grade and conformity to standards is the role of the producer and certified laboratories, evidenced by mill certificates. We determine the market value of the lot on the basis of the assortment, grade and tonnage data provided — those parameters drive the price per tonne.

How is the finished output of a steel plant valued as collateral? Finished metal products are valued at market prices for the relevant assortment, reflecting tonnage and condition; for large volumes the valuation is often repeated on a regular cycle. That is exactly how we revalued the finished pipe products of a Ukrainian plant year after year as working-capital collateral for an international lender.
