The market value of a used vehicle in Ukraine is not an online-calculator average. It is determined under a statutory methodology, vehicle by vehicle, with adjustments for actual mileage, technical condition and equipment. When a foreign client needs a used car appraisal in Ukraine
Typical situations we handle for international clients:
- inheritance and probate: a vehicle in Ukraine forms part of an estate, and its value must be documented for a Ukrainian notary or for probate proceedings abroad;
- sale or purchase of a vehicle in Ukraine, including transactions between a company and an individual;
- court disputes — division of marital property, enforcement against pledged vehicles, contract claims;
- corporate purposes: fleets on the books of a Ukrainian subsidiary — bank collateral, financial reporting, contribution in kind to share capital, asset revaluation;
- insurance, including setting the sum insured.
The purpose of the appraisal determines the basis of value and the content of the report, so we clarify it before work begins: a report for a notary and a report for bank collateral are different documents.
How mileage affects used car value: the statutory methodology
Vehicle appraisal in Ukraine follows a dedicated methodology for the examination and valuation of wheeled vehicles, approved jointly by the Ministry of Justice of Ukraine and the State Property Fund of Ukraine. The logic: the average market value for the make, model and year is established from reference sources, then adjusted for the deviation of actual mileage from the normative mileage for that service life. Excess mileage reduces value; below-normative mileage increases it — and the size of that adjustment is prescribed by the methodology, not estimated by eye. For vehicles less than one year in service, no mileage adjustment applies.
One current detail matters for report quality: under the amendments in force since November 2025, if the appraiser uses an electronic price guide whose figures already reflect actual mileage, no second mileage adjustment is made. Double-counting mileage is a typical defect that causes a report to fail professional review.
Condition beats the odometer
Mileage is not always the decisive factor. The methodology prescribes accelerated depreciation where the vehicle's history justifies it: average annual mileage at least double the norm, body or frame components restored by repair, through corrosion, non-operational deformations, or service in special conditions — taxi, fleet duty, off-road use. A car with a modest odometer reading after taxi service can be worth less than a higher-mileage car with a clean service history. The appraiser documents the actual condition, not the number on the dashboard.
Valuation report versus online car value estimate
An online estimate gives an indicative price range for a make, model and year. It ignores body condition, equipment and repair history, and it has no legal force in Ukraine. A valuation report is an official document prepared by a certified valuation entity: it identifies the specific vehicle, describes the approaches applied, sets out the calculation and states a conclusion of value at a specific date. Notaries, courts, banks and tax authorities accept the report — not a screenshot of a calculator.
Physical inspection is mandatory — even if you are abroad
Under Ukrainian valuation law, inspection and identification of the vehicle by the appraiser is a mandatory stage: the VIN is verified against the registration documents, the odometer reading, equipment and body condition are recorded and photographed. A vehicle located in Ukraine cannot be appraised "from photographs" with legal effect.
For clients abroad this is an organisational question, not an obstacle: the company's regional representatives inspect vehicles at their actual location across Ukraine, and the engagement itself — instructions, documents, report delivery — is handled remotely by email.

Practice: used vehicles as loan collateral
Used vehicles are among the most common loan collateral in Ukraine. In 2015–2020 the Kanzas company took part in the revaluation of assets of insolvent banks for the Deposit Guarantee Fund of Ukraine: loan portfolios included thousands of pledged vehicles, and it was the correct treatment of mileage, wear and body condition that determined the realistic recovery value of the collateral. Questions and answers
Can you appraise a car if the odometer has been tampered with? Yes. The appraiser does not rely on the odometer alone: service life, body and interior condition, repair traces and service history are analysed. Where intensive use is evident, accelerated depreciation applies regardless of the displayed mileage.
I am abroad. Can the appraisal proceed without me? Yes. A regional representative inspects the vehicle at its location in Ukraine; documents are exchanged and the report is delivered by email, with originals sent where required.
Does taxi service affect the appraisal? Substantially. Taxi operation is a special service condition under the methodology and triggers accelerated depreciation.
Is an online calculator enough for a notary or a court? No. Only a valuation report prepared by a certified valuation entity has legal force for notarial acts, court proceedings, banks and tax purposes.
