War Damage Valuation of Vehicles and Special Machinery

Cars burnt out by strikes or falling drone debris, gutted parking lots, corporate fleets scarred by fragments, destroyed construction and agricultural machinery — wartime transport losses of businesses and individuals are massive and tangible. Their amount can and should be documented.

The Kanzas company values vehicle damages under Section III of the Methodology for Determining Harm and the Amount of Damages (joint order of the Ministry of Economy and the State Property Fund of Ukraine dated 18 October 2022, No. 3904/1223).

How vehicle damages are determined

Under para. 5.1 of the Methodology, the valuation determines the costs, current as at the valuation date, required to repair and/or replace the components unfit for further use — restoring the vehicle to the condition it was in on the date the harm was caused.

This gives two basic scenarios:

  • damage — a vehicle damage assessment is performed: the costs of restorative repair and component replacement are calculated;
  • complete destruction (a burnt-out or wrecked vehicle) — the costs of replacing the vehicle are calculated, factoring in its age and technical condition at the date of the harm.

Typical cases from practice

  • passenger cars burnt out in parking lots by falling debris from intercepted drones;
  • gutted parking areas with dozens of vehicles;
  • corporate fleets: trucks, buses, commercial vehicles;
  • special machinery — construction, municipal, agricultural.

For group losses (a parking lot, a fleet) the valuation is performed item by item with a single consolidated report.

Documents required

  • state registration certificates of the vehicles;
  • inspection and damage description reports;
  • photographs of the damaged or destroyed vehicles;
  • the general block: the fire report, an extract from the Unified Register of Pre-Trial Investigations.
